The entry draft was held on Monday, July 23rd, 1999. In a revision to the league rules and regulations, players could no longer be signed as free agents after the entry draft. In doing this, the intention was to enhance the integrity of the entry draft by ensuring a viable pool of talented players for future drafts and subsequently increasing the value of draft selections to clubs in making it the only means in which players could enter the league.
